Combating corruption and building a transparent banking environment

At a meeting of the National Council held on March 5, 2025, President of the Republic of Uzbekistan Shavkat Mirziyoyev delivered a speech in which he assessed the measures being implemented nationwide to create an environment free from corruption. In particular, it was emphasized that corruption represents a serious obstacle and barrier to the successful implementation of reforms. Further priority tasks were outlined, and special attention was given to the need to establish an open system and a transparent environment in which corruption-related issues are brought into public discussion. Particular emphasis was placed on strengthening the role and influence of mass media as one of the key priorities in combating corruption.

On April 21, 2025, the President of the Republic of Uzbekistan signed Presidential Decree No. PF-71 “On Measures to Further Improve the Anti-Corruption System.”

In order to ensure the implementation of these priority objectives, on October 30, 2025, the Chairman of the Management Board of Garant bank, K. M. Adilov, delivered an address to the bank’s employees and clients on anti-corruption issues. In his speech, he highlighted the need to:

- significantly reduce corruption-related factors within the bank’s management system;
- eliminate corruption risks;
- prevent corruption-related crimes within the banking sector.

In addition, a number of proposals and initiatives were put forward aimed at expanding the implementation of integrity standards in employees’ professional activities, ensuring transparency in interactions with clients, and increasing the involvement of young professionals in anti-corruption efforts.

Garant bank also once again reminded its clients of the importance of adhering to transparency principles when purchasing banking products and obtaining loans, as well as of the opportunity to submit reports and notifications regarding corruption-related incidents through specially designated communication channels and the bank’s dedicated email addresses. At the same time, specific tasks were set for bank employees to ensure a systematic and continuous approach to anti-corruption activities.

Furthermore, employees of Garant bank conducted a seminar and training session for students of Tashkent State University of Economics on the topics of corruption and cybercrime. During the meeting, young participants were provided with explanations regarding the origins of corruption and its consequences, which were figuratively described as “an axe striking at the roots of the future.”

As part of the event, students received answers to their questions. The bank considers the regular organization of such meetings to be one of its key priorities.
